If you are traveling to Germany for the 2013 International Convention (tourism), the need for a visa depends on your nationality.
EU nationals do not require a visa to enter the Federal Republic of Germany.
Generally speaking, all other foreigners require a visa for stays in Germany. A visa is not required for semi-annual visits of up to three months for nationals of those countries for which the European Community has abolished the visa requirement. If you require a visa to enter Germany and need a letter of invitation, please download and complete the Letter of Invitation Request Form and send to the Convention Division.
