The mission statement of the Lions Community and Cultural Activities Program is:
To cultivate the human qualities and values that stimulate individual creativity, enliven the community, and animate the human spirit.
The district governor appoints a Lion to serve as district community and cultural activities chairperson.
This chairperson should be familiar with:
- board policy as it pertains to the Community and Cultural Activities Program, as well as the Lions ALERT, and Lions Crew at Work programs;
- the responsibilities of serving as a district community and culture chairperson.

Before developing a project, chairpersons should:
- Evaluate community needs.
- Partner with local organizations.
- Determine the best project for the community.
- Outline a plan. Include procedures and costs involved in implementing the project. Submit the plan for approval.
